This white paper researches Laos, a landlocked country in southeastern Asia. Since 1986 the one-party Communist state has been transitioning from centralised control to decentralising control with increasing private enterprise. Growth has averaged around 6% per annum from 1988 to 2009, with the exception of the financial crisis in1997. However, the country is largely undeveloped.
The main authority for electricity generation, transmission and distribution is EdL (Électricité de Laos) which is confined to the grid in Vientiane Province where the main load is located. EdL cooperates with the local authorities in constructing new facilities for them and is gradually taking over the provincial authorities.
Power sector reform in Lao PDR is at its earliest stage and has not yet been implemented. EdL, Electricite de Laos, the state-owned utility of Laos, was corporatised in 1997 but remains wholly-owned by the government of Lao PDR (GoL).
In December 2010 the country’s largest hydro plant, the Nam Theun 2, was commissioned.
